...because I can't work it for myself and have always been somewhat
technologically challenged ;-)

I bought TomTom Navigator 6 software for my Glofiish X500 which,
unfortunately, can only take up to 2Gb SD cards. The maps are BIG and
if I load all the ones I think I need, they eat up most of the card.

My dumb question is - does the Western Europe map include the UK and
Germany (which are the ones I will use the most) maps or is there some
detail in the latter which means I should load them as well? When I
need SatNav it is usually for fairly local journeys in both Germany
and UK and two or three times a year between the two.

Yes the Maps of Western Europe (MoWE) contain the same level of detail
as the individual country maps.

As ever there is a caveat. Some later releases of the MoWE mapset were
heavily compressed and so lost some detail cush as ruban area shading,
forests, rivers etc but they are still essentially full maps.

Why not transfer the maps you might need to another couple of cards ?
