It exists on OSM but getting it out of the database is beyond me, its
probably availabe as a shapefile too.

Mapomatic have a canal based download for garmins.

Not quite what you're after, but the excellent CanalPlanAC
http://canalplan.eu/
will enable you to plan a route and then export for GPS
