See
http://brickhousesecurity.com/child-locators-personal-gps-tracking-device.html
and Google for the terms that you find there.
I work in RF design, and it's very common that we're asked to make some
device that tracks kids via a GPS receiver and then "somehow" transmits the
result back to the parents, authorities, etc. so that they can be recovered
if stolen. People usually want it to be small enough to be undetectable
during a casual inspection of the kid and his or her clothing, work for
weeks at a time, and (this one's especially borderline impossible) work from
most anywhere on the planet.
We always have to tell these folks that it can't be done yet -- at least not
for any price that mere mortals could afford.
Once it can be done affordably, you can bet that it won't take long for kids
(who don't *want* to be monitored) and kidnappers to wise up and defeat the
systems anyway, in many (if not all) cases.
