Bought surplus; came in a little radome with "Co-Pilot" and "TravRoute"
on it.
It has Rockwell chips, but instead of the common 20-pin header, it has
only five wires coming out (there's not even a place for a 20-pin
header). Seems to be RS-232 plus +5 volts and Gnd. Also, unlike all the
photos of Rockwell boards I've found on line, this one has no metal RF
shield of any sort. No useful identifying marks on the board.
Anyone have any info on it? Specifically, I'd like to know whether it
speaks Rockwell's proprietary format or NMEA.

In the absence of any other info, you could try powering it up.

what a novel concept!

A "piggy-in-middle" program is always illuminating too, when you have
a demo kit that has a PC program to communicate with the board, but no
docs on the comms data.
