This isn't a perfect method, but one way is to look at the SEM
almanacs. The first number in the almanac (on the first line) is the
number of active GPS satellites. Find the almanacs here:
http://www.celestrak.com/GPS/almanac/SEM/ . I looked Jan 2003, and
there were 28. I also looked at Jan 2008, and there were 31 - an
increase of 3.
