This is truly one of those stories that simply has to be true: If you
tried to come up with such a scenario, nobody would believe you for a
minute.
At least I know that I wouldn't, and I still don't see how it can have
been possible to simply bribe or coerce one or or two FCC officials in
order to bypass the entire set of regulations FCC is set to administrate.
OTOH, I really wouldn't invest any money in Lightsquared, it seems like
the only possible payout would be from extortion:
"We have a valid permit and have invested X billion dollars. You must
pay us at least 2X billion to make us stop."
Can this be their real business plan?

The very first paragraph is all we need to see that it is not going to

QUOTE
Attorneys for LightSquared Subsidiary LLC submitted a proposed work plan
on Friday (February 25, 2011) for analyzing potential interference to
GPS devices. The plan, required by the FCC as a condition of its
granting a waiver to its Ancillary Terrestrial Component (ATC) rule for
mobile satellite services (MSS), proposes to establish a working group
(WG) to study the GPS overload/desensitization."

First paragraph did I say? Er, the first word.
Lawyers don't argue technically. They search for doubt. They search
for narrow exceptions. They search for justifications for their client.
They search only to win their customers point with absolutely no care
or regard for others.
And, for the paranoid amongst you, they will search for anything to
assail other parties with.
This is going to be interesting in the same way as a Greek tragedy.

Why is the applicant controlling the paperwork in the final report?
The commission should control the report.
Stinks.
