Does any one know of a self contained GPS tracking device that is 100%
GPS (no cellular involved) that can be pinged on demand for location
identification?

The GPS system in-and-of-itself has no two way communications capability, and
the ability to remotely "read" the position of a GPS receiver requires a
transmitter co-located with the receiver. In addition to the cellular phone
systems (which include things like OnStar, etc.) amateur radio operators
("Hams") have developed a nationwide network called "APRS" which can report the
position of individual GPS receivers, or a variety of map-based applications
which not only display the position (and movement) of GPS equipped stations, but
also weather and other kinds of "variable" information from each mobile station
in the network. This network takes the NMEA output from the GPS receiver and
other devices (weather equipment, etc.), encodes it into AX.25 "packet" data,
and transmits it on a nationwide network of interconnected VHF/UHF repeaters.
