I'd like to find something to function pretty much like a topo
map without having to carry a topo map.
The idea would be to concoct a route using GoogleEarth, download
the way points and comments, probably have to run them through
some sort of conversion program, and then upload them to the GPS.
The GPS, then, would speak the comments as one approached their
location.
Garmin's 149x series' 5" screen would be the absolute minimum and
7" would be better.
I suppose that functionality is already available in a full-blown
Windows or Linux laptop system.
Is a GPS like that out there, or am I just dreaming?

Yes, and on the bigger PDAs etc.

Its not usually done on a GPS, more usually on a PDA/Palm etc.
