Anyone know if there is a freeware program that will display geotiff
drgs, like Memory Map Navigator, Fugawi or Ozi Explorer? All I really
need is to be able to display the drg and up and download waypoints and
tracks to a handheld GPS unit. Don't need bells and whistles like 3-D
views & flyovers.

Thanks, Jack, but it seems like the SeaClear utility will not read the
coordinate information embedded in the geotiff format used by standard
DRG topo tiffs. I'd rather not have to hand-calibrate the maps I
import.
So I'm still looking - any other suggestions?

Not freeware but the Pro version of GPS Trackmaker includes GeoTiff support.
Cost is currently 72 US dollars, which may be cheap enough for you to count,
depending on your needs and finances. The basic version IS totally free,
though, so you can try out most of the features before spending any money.

I might be confused then. I used SeaClear with the NOAA DRG's and I
thought I remember that it would do some conversions and calibration on
tiffs too. But I might be wrong.
SeaClear is a bit on the technical side until you get it all figured out
and working. Sometime free can be a little bit removed from easy.
There are two *.pdf files in the download that explain how to use it all
and a utility named mapcal_2.exe that did all the calibration work for
me. Did you see those? If you did see those, then I'm sure you are
right about it not working for you.
I have not used it in a few years, and remember I floundered around with
it a bit, but in the end I got all my charts calibrated using the
embedded or accompanying calibration info.
I also did some conversions of USGS topo maps for Ozi Explorer-CE a
couple of years back and may have that confused with the SeaClear II
calibration. The Ozi conversions I did were done using the trial
version of Ozi Explorer PC (which I did not buy) so that I could use the
topo maps with Ozi Explorer-CE which I did purchase.
Another chance might be using a utility like GPS Utility. That will
open some types of tif's and bmp's and let you display tracks, routes,
and waypoints on them. I remember that it will use some calibrated
images for that and that you can calibrate you own too. More into here
