You can download the VMAP Level 0 data in it's native format from the NGA
Raster Roam site
(http://geoengine.nima.mil/geospatial/SW_TOOLS/NIMAMUSE/webinter/rast_roam.html )
and load that into Global Mapper (http://www.globalmapper.com ). Once loaded,

Raster Roam site
(http://geoengine.nima.mil/geospatial/SW_TOOLS/NIMAMUSE/webinter/rast_roam.html )
and load that into Global Mapper (http://www.globalmapper.com ). Once loaded,
you can export that out to a MIF/MID format file from the File->Export
Vector Data menu.
