Hi,
I'm looking for software which provides maps in a browser. I need
maps of the whole world and maps of europe where I can color different
contries
and add small charts to each country. Further navigation as zooming is
unnessesary.
Any hints ? searching the web for "gis" overwhelmed me.

you can try mapguide or mapserver.
