I've downloaded ARC/INFO interchange format files from
http://www.statcan.ca/english/freepub/92F0175XIE/92F0175XIE2001000.htm and
extracted them to E00 format.

I've tried using the ESRI import utility tool to get them into ArcExplorer
with no success. Files are created in the new folder with the .ADF
extension, and an 'INFO' folder is created containing files with the .DAT,
..NIT, and .DIR extensions. However, ArcExplorer is looking for files with
the .AEP (project) extension, which are not contained in the package
downloaded.
Does anyone have any suggestions?

I've run into much the same problem trying to use the MapInfo interchange
format files from the same site. They extract to .MIF and .MID files, but
aren't read by MapInfo ProViewer 7.8 (which is looking for tables or
workspaces)
Any other suggestions?

Your help will be greatly appreciated.

There is a free dos utility called mif2shape that can convert you mid/mif to
shapefile which arcexplorer will certainly read.

There is a difference in opening/creating a project (step 1), and adding a
layer to a project (step 2), try again...

In MapInfo, I suggest you to download a trial version of MapInfo
Porfessional V7.8 and import the files.

Then you should be able to read the files.
