I know this is off topic but googling hasn't given me an answer. I
started a new job today for my local city. The first task is to help
them get organized and into the 21st century. Right now everything is
on paper and no system talks to any other system. I am looking for
some city/town management software. Something that can manage public
works, generate water bills, help organize the building plans, etc. I
am imagining something like this: a city employee logs into a website
and have access to their departments records for example public works.
The employee can enter an address and pull up the as built blueprints,
and any work orders that have been done to the property (water meter
replacement, water main repairs, etc). The treasurer can login and see
the amount due for water, garbage, and sewer.

SAP doesn't look like it would work for governments. Can anyone
recommend something?

Most of your money is going to be in conversion of hard copy to
electronic and customizing the software to meet your city's needs.

Have you looked at any of the "Arc" products by ESRI? They have an
assortment of modules that can do all these functions. Of course you
can do the same thing open source with something like mySQL or postgres
and Quantum or a number of other options. I would think you would want
GIS as the main engine as most local government identification seem to
be address (or location) based.

I just started working for a city, too, and we have some of the same
problems. The task seeks daunting. Good luck.
