Hi All,
I have seen a few products that provide census block number based on
ZIP+4.
I would like to know first, how reliable this conversion is,
likelihood that mappings will change, and if so, over what time
period.
I would also like to know if there is a way to avoid paying the $1000
being asked for software. I have studied roughly 80% of TIGER line
specifications in detail, and I do remember something about ZCTA or
something like that being provided by Census, even though they said
many times that we should not expect too much by way of ZIP codes
because of what ZIP codes represent (cow paths, essentially).
Sometime free on the Internet would be great. The problem is not so
much the money. It's that we are all software engineers and
minimalists, and any package that we buy will, by definition, be
overkill.

You can try http://geocoder.us/ . It's free and got lots of APIs, but
not sure if it does ZIP+4 -> Census block.
