Time domain and simultaneously spacial data handling GIS software

Dear Sirs/Madams,

Could anyone tell me the name of the time domain and simultaneously
spatial data handling GIS software?

And does anybody know the name of the implicit type GIS of topology
structure ?
I guess that the Microsoft .NET based GIS software should become the
topology implicit
type.
