If you were Registered and logged in, you could reply and use other advanced thread options
The census TIGER data includes street segments with address ranges
(lines) and census blocks (areas). Each TIGER street segement record
contains the adderss range on the "left" and "right" and in the same
record is the key into the census block that side of the road is in. So
the data structure is in place to do what you want.
One issue will be how to TIGER data for the area you are intersted in.
The raw Census data (free) is in ASCII fixed layout and is split by
County. If you are trying to do a statewide or national scope you may
be better off seeking out commercial data sets that combine the county
level data.
Another possible source may be ESRI, the big dog of GIS software. They
provide the TIGER data in GIS shapefile format. One of the subfiles for
each shapefile is a DBIV (.dbf) file that can be accessed from many DB
programs. Watchout for licensing issues if you are doing a commercial
application.
I may be able to locate someone who has combined TIGER to the state
level if you need that and get stuck. Contact me a rheitzman at
