I have set up a map with a template border(with a title block) in
ArcMap. When I open it, if the printer that I set it up with is not
the default printer, the size of the map is too small for the layout,
it is 8.5x11 instead of the 24x36 that I need it in and scale bars that
I formatted are different. If I try to change the print setting to the
24x36 size, the map resizes and is very small in comparison to the
layout. I can't see how to fix it from here without restarting. Any
help is much appreciated.

All you need to do is check the "Scale Map Elements proportionally to
changes in Page Size" button on the bottom of the print screen.
