Making Annotation copies in Arc-Map using an Arc-View version 9 license

I have a personal Geodatabase that contains road shields in annotation
form. How do I copy & paste this annotation to other areas on my map?

I have tried starting an edit session selecting the item I wish to
copy, open the attribute table & selecting copy & paste but nothing
happens. When I attempt to copy & paste on the ArcMap screen, i get a
copy of the whole data frame.
