Is there any census GIS data or other data out there that
distinguishes incorporated cities from unincorporated areas? The
TalaAtlas data doesn't seem to have anything that distinguishes these
such that one can programmatically ignore unincorporated areas.

"one" what? Attribute? Layer?
Looking specifically at Florida or the US also.

US Census TIGER/Line files:

http://www.census.gov/geo/www/tiger/tiger2006se/tgr2006se.html

Look in the specification for the database:

http://www.census.gov/geo/www/tiger/tiger2006se/TGR06SE.pdf

...for "Economic Census FIPS Class Code Defintions".

From Record Type C, you will be able to determine which are
incorporated and which not.
