I am afraid you're stuck. ARC/INFO coverages are very definitely a
prorprietary format and as far as I know, only ESRI products will read
them. ARCView, ArcGIS, ARC/INFO will all do the conversion you
require, but I suspect that no free or third party solution will. EOO
files can be converted via packages such as GDAL, but that presupposes
that you can get the coverages in export fomat.

I you are using ArcView there is no problem..
Open the coverage in ArcView and use Theme - Convert to Shapefile
