If I buy a garmin map on a sd-card can I
1. display that map in mapsource?
2. add a track that I downloaded from a different site?

ad1: No, unless you are very handy with software manipulation. Look at:
http://freegeographytools.com/2008/breaking-up-a-garmin-gmapsuppimg-map-file-into-separate-map-tiles

ad2: Yes you can add tracks to your device and see them on the map you are
using (ofcourse same place!)

the difference between getting maps on SDcard vs DVD/download

SDcard - locked to that physical card only, can be used in any GPS,
but no "source image" to be used with MapSource

DVD/download - may be installed and potentially locked to a specific GPS,
and will be installed on PC for MapSource usage
