This one is a bit difficult to describe. The yellow eTrex has this rubber
belt around its case, for making the case more ruggedized. On my device
(ca. 7 months old) the rubber is glued to the case, however the glue seems
to be degrading and this rubber coating detaches when I open the protective
rubber from the serial interface.

Is this a case for the implied warranty, which is 24 months here in the EU?

Did anyone else experience this problem?

Common problem with the eTrex series.

Take the rubber band off and clean off the goo from both surfaces using
whatever that works. I used alcohol and then some household cleaner with
success. Then stick it all back using a good rubber compatible glue. I
ended up using UHU Extra Power Stic in contact glue fashion.

One trick in my case was chilling the rubber band before the glue back.
It made the rubber less stretchy and allowed easier placement.

The alternative is to contact Garmin and they'll stick a new one on at
their service centre or send a spare rubber band to you.
