maps to use with MapSource on a PC for route and waypoint management?
Or is this packaging intended for use in dedicated automotive units
that can't be connected to a PC?

It allows them to simply plug the card in and use it. They do not get
anything on a DVD with it, and they are not eligible for a discounted
upgrade when the next version of that software is released. They cannot
plan routes on a PC or do much of anything but turn the GPS on and use it.

They could possibly be aimed at people who don't have (or don't know
how to use) a PC.
