I just bought a new Nuvi 1350. Can I transfer the my favorites from my

You can transfer you favorites using Garmin Mapsource and a computer.
You can upload them from your 350 and then download them to you new
1350.
Do I have to pay for Mapsource for a one time transfer?

Mapsource is a free download but will not install unless it finds a
previously-installed
Garmin product. If you don't have one just download and install the "training
centre",
also a free Garmin download.
You can do the same thing with EasyGps which is a free program.
