How can I transfer a unit to someone else and have
them register it with Garmin?

Want to give my old 60C to someone who can't
afford to by a GPS.

Think about it. Are they going to ring Garmin and say "Please
transferownership of this unit to me. I came by it legitly ! I
promise !".

Contact Garmin yourself.

If you go to your... "My Garmin",,,, then you can "de-register" the
unit. Once you have done that,,,, the "receiving" party can register
the unit.
