What options do I have with Garmin products for a real time tracking
unit?

I want to be able to track movement real time using the internet. I
have seen the UBI-4000 and don't know enough about GPSgate. The UBI
seems to be trackable, but incentives for purchase are lousy.

I don't want GPS cell phones, I want a stand alone unit that I can
issue out to 12 teams and track their movement. I don't want a unit
that I download info after they return, I want to track where they are
right now, whenever I want too.

Garmin makes top-of-the-line receivers, what about transmitters? Thx.

Is this for a hand held or can it be mounted in a vehicle? There are
vehicle transmitters available but I don't know of any from Garmin.

Ideally, these would be carried by individuals in malls, dates,
hiking, hunting, etc. Nothing secret, the user would need to know
thay are being tracked, as the primary use is safety. Thx

Few problems here...

1. In malls??? I've never been able to get a reliable signal indoors.
2. You need to have some way to transmit the data back. Unless you're
planning on using some kind of high powered transmitter, this means that you
need to hook up to an existing network. Your best bet here is something that
integrates with the cell phone network (but even that is a little sketchy in
remote areas).

I know of two possible solutions, but neither is from Garmin.
One is the Spot locator which sends email messages containing location data:

The other is a ham radio function called APRS:
