That doesn't make much sense. Formats either use decimal degrees, decimal
minutes (as in mm.mm...) or full minutes and seconds, but not decimal
minutes *and* seconds. To get from minutes to decimal degrees, merely divide
by 60 since there are sixty minutes per degree. Unless seconds are mixed
in...
