I am trying to connect my 60Csx to a Dell laptop through the USB port to
use with Street Atlas, but can't get SA to see the GPS.

Can this be done? If so, what am I missing?

I think Street Atlas needs GPS data in NMEA format, which the Garmin
can't provide as standard over the USB port.
You need extra software to convert from Garmin USB format to NMEA on a
virtual serial port.

Either of these should work:
Garmin Spanner (free)

or GpsGate (shareware, but with more features and compatible with more
Garmin devices) http://franson.com/gpsgate/

this "spanner software" topic has been here before,
and one warning was that it didn't work with Vista, or I'm guessing Windows
7 -

Notes:
a.. Spanner allows you to use your GPS 18 USB with most NMEA
0183-compliant mapping programs. It adds a virtual com port interface to
your GPS 18 so that you can send NMEA data to other programs.
b.. Spanner works only with GPS 18 software version 2.90 or later. Be sure
to load the latest GPS 18 software before using this program.
c.. WARNING: Windows Vista is not supported by the Spanner software. For
more information please search about this topic on Garmin's Customer Support
site.
