Proud owner of a GPS 60CSX.
I was wondering if there is a tool or a way to edit a GPX file?
Long story short, I am trying to upload 2 files of camping waypoints
for France & Spain
that seem to go over the 1000 capacity that I have. When viewing them
in my mapsource
its clear I actually only need 1/16th of what is on there as I do not
plan to deviate from my
course.If I could delete all the tent icons west east of my route then
that should give me
enough memory to upload what I need.

If you have MapSource you can use it edit the GPX file.
What I would do to solve your problem:
Open the GPX waypoints file in MapSource.
Use the selection tool to draw a box around/along part of your route,
and select some of the waypoints.
Use Edit-> Copy, then open another instance of MapSource, then paste the
waypoints into it.
Do this in sections, all of the way along the route, so you should just
have the waypoints near your route in the second instance of MapSource.
You can then save this as a GPX or GDB file, or send it to your GPS etc.

Alternatively, you could upload them as Custom Points of Interest (POI),
there is no limit on these, and leaves the way points free for for other
things
