When connected to a USB port on a PC, do the receivers draw power from
the port or just move data?
If they draw power, is that a complete replacement for the power usually
drawn from the batteries?

Some take power from USB (and can run without batteries), some don't.
e.g. the 60Cx is powered by USB, the 60C isn't.

My nuvi 255W recharges when connected to an awake USB port

The handhelds -- the ones which use conventional batteries like AA
cells -- don't draw power from USB. To do so would require extra
circuitry which would increase weight and expense.

You should really try it!

No so. When I plug my 76Cx in to a USB port the power indicator changes
from battery to external power and the screen automatically goes to full
brightness.
It does the same thing as it does when I'm using the round, four pin,
external power connector on the back with a DC outlet in the car.
As far as I know, all the Garmin handhelds that have USB ports will draw
power from them .
At least up until the OR and CO models, those I don't know about, their
power requirements may exceed the draw on a USB port.
