I've read the descriptions on the Garmin web site and the packages seems
virtually identical. Major cities, rural areas, points of interest.
So what is the difference (for North America) between City Navigator and
City Select?

Not so. City Select is essentially the same as City Navigator except that
the database is divided up into a greater number of smaller map segments for
upload to GPSRs with limited memory. Garmin stopped updating City Select
NA at version 7. City Navigator NA is currently at version 8 and I imagine
version 9 will be out this summer.
