Several months ago, I purchased a BlueChart on a mini SD card for my
handheld. I guess I should have bought the CD instead.

Is there any way to transfer the BlueChart maps from the SD card to my
computer so I can plan my routes and then download them to my
handheld?

Unfortunately, no... You should have bought the CD, if you wanted to see the
charts on a PC...

I'm assuming the OP has an SD card reader... That however won't allow you to
open your maps in Mapsource.
