In Garmin "basecamp" there is a "ruler" icon on the toolbar which has the
label "measure". I can get it to draw a line but it doesn't seem to do
anything else. There is no information about it in the help file. Can
someone please tell me how it works?

I don't know basecamp, but in MapSource there is a similar toolbar. You use
it to measure distances between two points or along a route. Click on the
start point, then place the cursor over the next point and the distance is
shown near the bottom of the window. If required click on each point along a
route to get the cumulative distance. Hitting the escape key is one way to
end.

I have BaseCamp, it works exactly the same as MapSource. As
described, it shows the distance between two points or the cumulative
distance between multiple points you click. You don't have to click
on the last point, it dynamically shows the distance to wherever the
cursor is currently pointing.

Thank you all for your help. I have figured it out now. The distances are
shown in tiny sized print at the very bottom left corner of the screen and I
had previously thought that the information shown there was just the
position that the cursor was at. I didn't realize that it also showed the
distance.
